Armando Ibarra Jr., CPA

With over 30 years of experience, Armando provides accounting services to corporations, trusts, partnerships and individuals including compiling financial statements, preparing federal and state tax returns, coordinating and performing certified audits, consulting on computer and accounting software, preparing payroll and sales tax return, and consulting on general business matters. Armando also represents clients in audits conducted by various government agencies such as the Internal Revenue Service, Franchise Tax Board, Employment Development Department and the California Department of Tax and Fee Administration. Fernando Carrillo, CPA

Fernando focuses his practice on assisting clients in international tax planning and related international matters. He advises U.S. individuals and companies with operations abroad as well as foreign individuals and companies with operations in the U.S. Fernando’s practice has a particular emphasis with Mexico and U.S./Mexican tax matters and includes advising on U.S. tax compliance and information reporting requirements and assisting high-net-worth foreign individuals in creating pre-immigration tax plans and planning for their investments. Fernando specializes in tax planning and business interests, so his clients can focus on their entrepreneurial, creative and philanthropic projects. He delivers services to his clients, from consultation on a single endeavor to comprehensive involvement with all aspects of the transaction. Prior to becoming a member at IBARRA CARRILLO SOTO CPAs + ADVISORS, Fernando began his career at Coopers & Lybrand LLP (San Diego, CA) servicing cross-border international clients. He later worked for PricewaterhouseCoopers LLP (New York, NY) in their Transaction Services (M&A) and Technical Structuring Group; servicing U.S. and non-U.S. clients and structuring their transactions in accordance with U.S. GAAP, SEC regulations and International Accounting Standards. He later formed Sempra Energy's financial reporting and technical research group; providing accounting services and tax accounting support to the operations in the U.S. and abroad.

Her clientele is composed of a variety of local and international clients in the areas of manufacturing, construction and hospitality. Wendy specializes in tax compliance for both corporate clients and individuals, tax planning, business formations and cross-border transactions. Her experience provides her clients the confidence and tranquility to focus in their day-to-day operations. Her passion for numbers and organization helps the most unorganized business get up to date. Prior to becoming a member at IBARRA CARRILLO SOTO CPAs + ADVISORS in 2006, Wendy began her career at Paragon Steakhouse (San Diego, CA) servicing multi-state locations as a corporate accountant. She later worked for Martinez + Cutri an architectural firm (San Diego, CA) in the accounting department.

Armando C. Ibarra, CPA

Armando came to the U.S. at the age of 19. He worked in the fields as a welder for National Steel when he decided he wanted more. So he put himself through school and obtained an Associate Degree in Accounting from San Diego Community College and a Bachelors Degree in Business Administration from National University. In addition, Armando earned his Certified Public Accountant license issued by the State of California. Armando started his career as a controller for a chain of convalescent hospitals. He then joined the firm of Hayman and Bresenoff in 1977, where he became partner in 1985. The firm was later renamed Armando C. Ibarra CPA, APC. In his more than forty years as a public accountant, Armando developed experience in all areas of accounting such as audit, business consulting and business start-up and financing. He also developed experience in many phases of the income tax world including complex return preparation, tax audit representation and tax planning. Under his stewardship, the firm has grown steadily in both size and reputation - adding partners: Armando Ibarra, Jr., and then Fernando Carrillo and Wendy Soto to establish the present firm name, IBARRA CARRILLO SOTO CPAs + ADVISORS. Today the firm is engaged in international income tax preparation, accounting, financial planning and advisory to corporations and individual taxpayers who are involved in cross-border transactions. Armando has endowed the firm with an enduring commitment to both its clients and the community it serves, which the firm continues to uphold. Armando actively practiced public accounting for over 40 years before retiring in 2016.
